Executive regulations of the Building Law No. 119 of 2008
The details of the articles of a law shall be clearly interpreted in general terms. Article 144 of the Egyptian Constitution stipulates that the one who issues the executive regulations is the President of the Republic or the one who delegates them or the body determined by the law itself, usually a minister. It may be known as an explanatory memorandum of the law, if the memorandum explains the entire law.
